   According to media reports, the "plastic restriction order" has not been effective since it was implemented in my country for more than seven years. Ultra-thin plastic bags can be seen everywhere in bazaars, and free plastic bags are also available for use in vegetable stalls and bulk cargo areas in supermarkets. The person in charge of a domestic environmental protection organization said that the "plastic restriction order" has not been implemented well after the promulgation, and the proliferation of plastic bags has not fundamentally changed. The "plastic restriction order" has even been reduced to a "plastic sale order". Some supermarkets can earn tens of millions of yuan each year by selling plastic bags alone.

   If it were not for the reminder of media reports, the public who keeps all kinds of plastic bags in their hands every day, I am afraid that they have completely forgotten the existence of the "plastic restriction order". On June 1, 2008, the General Office of the State Council issued the "Plastic Restriction Order" to restrict the production and sales of plastic shopping bags. According to the regulations, the production, sale, and use of ultra-thin plastic bags with a thickness of less than 0.025 mm are prohibited nationwide. In all supermarkets, shopping malls, bazaars and other commodity retail places, plastic shopping bags are not allowed to be provided free of charge.

   The "plastic restriction order" has been implemented for 7 and a half years, and there are mainly two "things" that make it embarrassing, illegal ultra-thin plastic bags and plastic bags legally sold in supermarkets. The reason why ultra-thin plastic bags is constantly banned is that the local industrial and commercial departments have not strictly investigated and dealt with the illegal sale of ultra-thin plastic bags. At the same time, the lack of law enforcement caused by mutual prevarication between departments, and the lack of linkages between various regions in law enforcement are important reasons why it is difficult to prohibit the illegal production and circulation of ultra-thin plastic bags.

   The embarrassment of the "plastic restriction order" caused by legally sold plastic bags is that "plastic restriction" has become "plastic sales." After the "plastic restriction order" was formally implemented, supermarkets and shopping malls changed from free plastic bags to paid use. In the early days, the use of plastic bags in supermarkets and shopping malls did indeed drop sharply, and the effect of plastic restriction seemed to be good. However, after a period of time, after consumers gradually became numb to the economic leverage of two or three cents, the use of plastic bags returned to the original level. As a result, the ideal "plastic limit order" has become a realistic "plastic selling order".

   The total annual global consumption of plastics is 400 million tons, and China consumes more than 60 million tons. This has created the world problem of "white pollution". Various non-degradable plastic bags, including ultra-thin plastic bags, are made of polyvinyl chloride and polystyrene. If these pollutants are incinerated, they are likely to produce persistent organic pollutants such as dioxins. Buried will accelerate soil compaction and slow down the degradation of other garbage. Under the increasingly serious situation of my country's white pollution problem, we should first "strike hard" on ultra-thin plastic bags, strictly control production links, and resolutely ban black workshops. At the same time, the plastic bags sold in supermarkets should also be managed. "Plastic restriction" has become "plastic sale", which shows that the relevant laws and regulations have their own limitations. From the perspective of the new height that my country has given to the construction of ecological civilization, it is time to upgrade the "plastic restriction order" to a "plastic ban". .

   The so-called "prohibition of plastics" means prohibiting the production, sale and provision of disposable non-degradable plastic shopping bags and plastic tableware, instead of degradable plastic products. The main reason why biodegradable environmentally friendly plastic bags are difficult to use universally is the price. The price of environmentally friendly plastic bags is relatively high. The price of small shopping bags is about 0.6 yuan, and the large ones are about 0.8 yuan, which is about three times more expensive than traditional plastic bags. The price of environmentally friendly plastic bags is high, but it has not blocked the pace of pilot projects in some areas. Since January 2015, Jilin has implemented a "plastic ban", becoming the first province to completely "ban plastic". At present, large supermarkets and shopping malls in Changchun City have basically completed the replacement of environmentally friendly plastic bags with traditional plastic bags. According to media reports, almost all elderly consumers in some supermarkets after the "ban on plastics" no longer buy plastic bags, but bring their own "equipment."

   The price issue is the main obstacle that hinders the launch of the "plastic ban". In fact, it does not necessarily have to be "head-to-head" in the face of problems. The pollution losses caused by traditional plastic bags are huge. Instead of spending huge sums of money on environmental management, the department should change its thinking and give certain subsidies to environmentally-friendly plastic bag manufacturers to lower the price of environmentally-friendly bags so that the "plastic ban" can be successfully implemented. In addition, the department can also require large “plastic sellers” such as supermarkets and shopping malls to take back traditional plastic bags at the original price and prohibit businesses from making money from “white pollution”. Relevant departments cannot let the invalid "plastic restriction order" continue to be embarrassed, and must come up with methods and strictly enforce the law to meet the growing needs of the people for ecological civilization.
